WIS 47 - Outagamie and Shawano Counties, WisconsinThis $9.4-million project consisted of rehabilitating WIS 47 in Outagamie and Shawano Counties. The project stretched over 17 miles from Willow Street in the Village of Black Creek to just south of WIS 29 in Shawano County. The improvement of this rural, two-lane highway included pulverizing the existing pavement and overlaying it with a new asphalt pavement. The new roadway profile was raised slightly with the new overlay, and thus, nearly all the ditches required re-grading to meet current design standards. Isolated areas of roadway reconstruction were required to correct substandard vertical alignment and realign the CTH VV intersection with WIS 47.

Culverts were replaced throughout the project with particular attention paid to maintaining existing drainage patterns. Two miles of passing lanes were added in both directions to improve safety and operations. Intersections were improved to current design standards, including the addition of right- and left-turn lanes where warranted. A five-foot paved shoulder was added to accommodate bicycles. These improvements were incorporated while limiting wetland impacts to less than four acres over the 17 miles and avoiding significant archaeological sites along WIS 47. The design team obtained Section 404 permits from the Army Corps of Engineers and DNR final concurrence for the wetland impacts. Finally, R.A. Smith National developed two Transportation Project Plats (one for WIS 47 in each county).

WIS 47 was detoured; however, local access was maintained throughout the project’s construction activities.

This project was nominated for the 2012 WisDOT Excellence in Highway Engineering Award for Consultant Rural Design by WisDOT’s NC Region, and won Excellence in Asphalt Paving Awards from WisDOT, the Wisconsin Transportation Builder’s Association, and the National Asphalt Pavement Association.
